The Carter's Mill East Homeowners' Association

There are undoubtedly many questions about the purpose, function, and rights of the CME Homeowners' Association and residents. Hopefully, as this site grows such questions will be answered while highlighting other information, too. The documents list provides in-depth coverage of the CME covenants, procedures, and also includes a plat map of the neighborhood.

If you have a question that is not clearly answered via the information provided on this site, email the homeowners' association directly. Please visit this site periodically to view new information such as social notices and committee meeting minutes.

Committee Descriptions

leaf We have committees to assist with the management of the Association:

Landscape Committee
The Landscape Committee, led by Chip Henry, is responsible for managing the maintenance of CME's common areas. If you have any questions or concerns regarding our common areas, please contact Chip.

Architectural Review Committee
The Architectural Review Committee is responsible for assuring that only the best architecture and design features are approved. The ARC's goal is to create an environment in which individual tastes are not sacrificed, but blended in a way that overall property values will be protected. View the ARC Standards.

Are You Planning Home Improvement Projects?

If you are considering an exterior home improvement, please take the time to review the Architectural Review Committee Standards document. For those improvements requiring approval please fill out the Carters Mill East ARC Application. All applications, supporting submittal documents, and/or general inquiries should be submitted the attention of Laura Nicklin at Cartersmilleast.arc@gmail.com. You may also reach out for general questions or guidance by contacting her directly at 814-657-3603.

If you do not receive a response within 72 hours of your submittal, please contact the President of the POA via email at albertandbrenda1973@gmail.com.

Please note that it may take up to 30 days for the ARC to render a decision once a completed request package has been received.

Selling your Carter's Mill East property?

You will need a Resale Certificate! This is a document that provides information about the Property Owner's Association in our neighborhood. The seller is required by law to purchase the Resale Certificate and give it to the buyer before settlement day. The Certificate is an electronic document and may take up to 14 days to prepare. The buyer has the right to cancel the sale after reviewing the Resale Certificate, so you will want to get it to them as early as possible.

To get your Resale Certificate, please email the Treasurer, Lisa Henry, at treas@cartersmilleast.com. Lisa will provide the payment instructions.

Cost for Resale Certificate: $175
Optional Expedition Cost, if available: $70

The Expedition cost covers receiving the Resale Certificate within 5 days, but is only available if the POA agrees that they have someone that can expedite the completion.
